SUMMARY: Yocha Dehe Wintun Nation (Yocha Dehe or Tribe) is a federally recognized tribal government. The Tribe’s mission is to provide for the health and welfare of its people, to govern its own lands and affairs with sovereign independence and in a manner consistent with its cultural values, and to enhance and diversify its economy for the overall good of the nation. Yocha Dehe’s governing body, its elected Tribal Council, is charged with implementing this mission. As a federally recognized tribe, Yocha Dehe exercises a government-to-government relationship with the United States, as well as with the State of California and local governments, and the Tribe actively engages with outside agencies and officials, local stakeholders and members of the public.

POSITION SUMMARY: The Assistant Project Manager is responsible for assisting their assigned project manager(s) in the planning, management, direction, project completion, owner satisfaction, and financial outcome of assigned development and construction projects. This includes providing administrative support, record keeping, reports, project scheduling, interim oversight of projects, and coordination of communication on behalf of the Director and/or Project Manager(s) with the various internal and external third parties such as contractors, architects, engineers, designers and others involved with Tribal projects by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Attends and sometimes leads project coordination meetings with architects, engineers, contractors, and other parties.

· Drafts and distributes minutes from all project coordination meetings.

· Coordinates the flow of information among all members of the project coordination team

· Prepares RFPs and bid packages, solicits and evaluates bids and proposals.

· Maintains job cost estimate and ledger.

· Manages assigned projects to ensure they remain on budget and on schedule during programing, design, and construction.

· Develops project schedules utilizing approved scheduling program (MS Project or other).

· Prepares budget and schedule updates for review and presentation by Project Manager(s).

· Assists with creating conceptual plans and budgets for development of the project.

· Assists in preparing documents for initiation of projects to gain approval by Director of Development and Tribal Council.

· Assists with preparing and disseminating documents, correspondence, and materials required for coordination of projects.

· Assists with the monitoring of construction contract close-outs and maintains documentation files.

· Coordinates plans, specifications, material data, and other items for review and approval by Tribal Code, and County/City Compliance Reviewers, as appropriate.

· Assists with the compliance of County requirements for construction projects on Fee Land.

· Monitors contracts overall dollar value and ensures contracts and change orders do not exceed contracted amounts or approved budgets.

· Prepares close-out punch lists from inspection reports.

· Prepares, implements, and provides construction administration, including issuance of change orders, consulting contracts, and agreements for Tribal projects.

· Works with Project Coordinator and Contract’s Administrator to prepare resolutions on projects, project budgets, contracts, and other items.

· Monitors progress of Project Contracts through Tribal procedures and confirms that the process has been completed, including requesting insurance certification, as required.

· Monitors long lead times interacting with consultants, clients and construction contractors.

· Coordinates and or procures furniture, fixtures and equipment for projects.

· Performs other duties as assigned.

Qualifications

The requirements listed below are representative of the knowledge, skill and/or ability required.

Education and Experience

High School Diploma or equivalent, required. Associate’s degree or equivalent from two-year college or technical school; two (2) years of construction experience or construction business management certification and/or training; or equivalent combination of education and CADM experience. PMI PMP Certification is a plus.

Communication and Comprehension Skills

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, or public groups.

Writing Skills

Must be able to write at a professional level with proper vocabulary, punctuation, sentence structure, and spelling. May use AI to assist writing but must possess the ability to generate own ideas and concepts.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills

Must be computer literate and proficient in multiple functions within Microsoft Office’s word processing and spreadsheets, and able to create spreadsheets, forms, and other documents. Proficient in ConstructionManagement Information System software, Share Point, and Bluebeam, preferred.

Certificates, Licenses, Registrations

Individuals must be able to successfully pass the Tribal Gaming Agency (TGA) Background Check. Must possess a valid driver’s license and maintain a driving record that is satisfactory to the Tribe’s insurance carrier.

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job with or without reasonable accommodations. The employee is occasionally exposed to secondhand tobacco smoke. The employee is occasionally exposed to moving mechanical parts and outside weather conditions. The noise level in the work environment is usually moderate. At the discretion of the Director of Development and the Tribal Council, this position has a hybrid schedule, requiring an onsite presence as needed and directed.

Additional Conditions of Employment

Must have the ability to travel up to 5% of the time. Must be able to work with diverse population and with cultural sensitivity. Must be willing to sign the Tribe’s Non-Disclosure, Non-Disparagement and Confidentiality Agreement.
