ASRC Federal Field Services, Inc. (AFFS) has an opportunity for a
Deputy Program Manager supporting our work in Anchorage, AK at Joint Base Elmendorf Richardson (JBER). This position is responsible for Operations, Safety and Quality Control aspects of the program.
Responsibilities:- Responsible for the Management/Safety/Quality performance of a represented workforce of roughly 25 people
- Create and maintain policies, operating procedures, and instructions. Ensure all contract and regulatory Program requirements are addressed and met.
- Serve as Primary or Alternate Waste Manager for AFFS JBER Base Operations Maintenance Systems (BOMS) contract.
- Develop and manage the schedule for the represented employee workforce.
- Implement the AFFS JBER BOMS Quality Control (QC) plan and recommend and implement revisions as necessary.
- Oversees and manages all activities involving QC and compliance with applicable regulatory requirements; conducts audits; and reviews and analyzes data and documentation.
- Performs QC Surveys of AFFS work being performed thought the project.
- Identify areas for process and continual improvements with the goal of having all facility and regulatory policies and procedures documented, implemented, and communicated.
- Create & review written policies & procedures related to the implementation and maintenance of the Quality Management System activities.
- Identify compliance issues that require follow up or investigation.
- Perform Root cause analysis & implementation of corrective action for process related concerns.
- Conduct audits, including closing out audit findings and creating audit findings reports; determine proper corrective and preventative actions.
- Develop and maintain AFFS JBER BOMS Health and Safety plan.
- Maintain and execute a safety and health program compliant with OSHA 29 CFR 1910 or 1926 as applicable and contract regulations.
- Identify, assess, mitigate, and correct safety risks.
- Provide technical advice and assistance to management and field personnel on a wide range of Safety Issues.
- Investigate incidents resulting in injury to personnel, damage to property, and near miss events, determine cause and recommend corrective actions.
- Develop and present safety and health related training.
- Serve as liaison with corporate safety; manage OSHA injury logs, PPE and respirator programs. Assist other functional groups as directed.
- Inspect/Evaluate workplace environments, equipment, or practices to ensure compliance with safety and government regulations.
- Conduct training or educational programs. Investigate health related complaints and inspect facilities to ensure that they comply with public health regulations.
- Assist in the budget and planning or ES&H expenditures as well as review and recommend new technologies.
- Will serve as 24/7 POC when designated by the Program Manager as their designated alternate customer representative.
- Perform other duties as assigned.
Requirements:- Bachelor's Degree or equivalent experience
- Minimum 3-5 years' experience in Construction or operations and maintenance
- Minimum of 1-2 years performing either safety or Quality Assurance functions.
- Experience working with a Union work force.
- Valid U.S. Driver's License.
- Must be a U.S. Citizen
- Ability to pass company and government background check to gain site and system access.
- Must be able to work onsite at JBER 7:30AM to 4:30PM Monday thru Friday and with advance notice serve as POC for 24/7 operations. Some holidays, evenings or weekends might be necessary in rare or emergency cases.
Preferred:- Competent understanding of Hazardous Waste Management as a large Quantity Generator
- Competent understanding of Universal Waste Management as a Large Quantity Handler
- Competent understanding of BUILDER* Sustainment Management Systems (SMS) web-based software application.
- Competent understanding of NexGen IT US Air Force Civil Engineering Asset Management Enterprise System.
- OSHA 10- or 30-hour instructor certification.
- EM-385 Fall Protection Competent Person.
- Confined Space Competent Person.
- Certified ISO Lead auditor.
