Pay range: $83,096 - $124,675 annually.

DEPARTMENT SUMMARY: The IT Decision Support department provides reporting, data mining, data analysis and metric definition assistance for all departments at St. Charles Health System (SCHS). These services include operational reports, dashboards including trending data and KPIs, analytical reports, and predictive modeling among others.
The Epic Connect program evaluates, establishes, and maintains partnerships with physician practices and hospital organizations by sharing the use of SCHS' Epic integrated EHR for the purpose of establishing a regional shared patient record. The Epic Connect Program provides better care for the collective patients we serve, strengthens our collective ability to serve the community and the region and manages costs by sharing resources and creating common practice standards across SCHS' Epic Connect community.
POSITION OVERVIEW: The Business Intelligence Developer II at St. Charles Health System performs analysis, designs, develops, deploys, supports, and maintains reporting and analytical or business intelligence applications for the various business units and clinical stakeholders serviced by the Enterprise Data Warehouse (EDW). This position requires strong technical skills in SQL, Power BI (including DAX and Power Query), ETL/ELT development, and data modeling, as well as the ability to translate data into measurable KPIs and metrics. Success in this role also depends on effective communication, critical thinking, adaptability, and the ability to collaborate with both technical and non-technical teams. The BI Developer II provides consultation and support in the development, analysis, design, and management of a variety of complex data sources to meet organizational reporting and analytics needs across multiple domains. This position does not directly manage any other caregivers.
ESSENTIAL FUNCTIONS AND DUTIES:
Assesses the analytic needs of St. Charles through discovery, analysis, and evaluation to create necessary artifacts, demonstrating critical thinking and customer service orientation to ensure relevance and usability.
Receives and documents requests from end-users, including specifications, and ensures analytic requests are completed as appropriate, collaborating effectively with stakeholders across clinical, financial, and operational domains.
Maintains existing analytics assets and evaluates requirements for enhancements to data models or visualizations.
Analyzes, designs, documents, develops, tests, implements, and maintains reporting user interfaces including alerts, prompts, screens, dashboards, and templates, leveraging tools such as Power BI, DAX, and ETL frameworks to deliver interactive, scalable solutions.
Collaborate on developing guidelines, standards, methodologies, and conventions for analytical needs of the organization.
Provides documentation and training to transfer knowledge and operational support, demonstrating strong communication and data storytelling skills.
Participates in Data Governance.
Prepares detailed specifications, technical and user documentation from which reports, downloads and extracts will be written.
Ensures complete and accurate logical definition of data.
Responsible for maintaining data integrity and the ongoing quality control of delivered analytics.
Validates system builds and analytics solution designs, and audits security configurations and data control processes to ensure compliance and integrity.
Assists with quality assurance (testing) and documentation of testing results thorough standard procedures and processes.
Safeguards protected health information from any intentional or unintentional disclosure in compliance with applicable rules and regulations.

EDUCATION:
Required: Bachelor's degree in Information Technology. Four (4) years of relevant work experience may be substituted in lieu of a degree.

LICENSURE/CERTIFICATION/REGISTRATION:
Required: Must complete Epic certification training; if not already Epic certified in the most recent version of the Epic EHR product. Must pass an assessment exam prior to qualifying for an interview, unless already Epic certified. Must pass Epic certification exam within 3 months of completing Epic certification training courses. Valid Oregon driver's license and ability to meet SCHS driving requirements. Ability to travel to business functions/trainings/meetings and all SCHS worksites.

EXPERIENCE:
Required: Two (2) years of experience in programming, data modeling, analytics, or report writing in addition to the educational requirements. Four (4) years of relevant work experience in programming, and analytics may be substituted in lieu of educational requirements. Experience with SQL, Power BI (including DAX and Power Query), ETL/ELT processes.
Preferred: Experience with BI concepts and tools such as Microsoft Analysis Services. Experience with the healthcare industry, preferably with exposure to Epic EMR Cogito within the revenue and financial domains. Experience with Data Lakes and Data Governance (Python, Notebooks, Databricks).
