Byrdson Services is an awarded Construction Management firm supporting the Puerto Rico Department of Housing’s CDBG-DR and CDBG-MIT housing programs. We coordinate design, utilities, and permits to deliver compliant, build-ready projects.
The Role
You’ll lead design coordination, SRI utility processes (LUMA/PRASA), and OGPe permitting so each reconstruction or mitigation project moves from design to approvals and construction in full compliance with PRDOH, municipal, and HUD requirements.
What you’ll do
- Collect, organize, and review architectural/structural/MEP plans; ensure signatures, seals, and revision control
- Write project narratives covering scope, design intent, and mitigation elements
- Coordinate with internal designers and external consultants to meet PRDOH and OGPe standards; maintain cost estimates and data sheets
- Open/manage SRI cases in OGPe (LUMA/PRASA); submit forms, track responses, handle easements and payments
- Communicate SRI requirements to project electricians/engineers; obtain and process SRI cost estimates/approvals
- Create/manage DEC and PCOC applications in OGPe; resolve reviewer corrections and process payments
- Prepare explanatory letters; upload documentation; pay municipal taxes (Arbitrios) and verify No Presence Certification
- Record construction permit approvals and notifications; coordinate permit sign installation; compile final permit packages
- Submit construction notifications to PRDOH and update internal tracking systems
Qualifications
- 2–5 years in Puerto Rico permitting, design coordination, or construction documentation
- Hands-on experience with OGPe and SRI platforms (LUMA/PRASA)
- Working knowledge of Puerto Rico building codes, environmental requirements, and HUD-funded documentation
- Proficiency with AutoCAD/Revit/Civil 3D and Microsoft Office
- Bilingual fluency (English and Spanish)
- Education: No degree required. Equivalent experience in architecture, civil engineering, or permitting strongly preferred.
Preferred
- Puerto Rico RA license (preferred, not required)
- DEC/PCOC/OGPe permitting experience on CDBG-DR or FEMA projects
- Ability to coordinate multiple design teams and manage external consultants
- Strong documentation, organization, and analytical skills; familiarity with municipal fees, easements, and inspections
Job Type: Full-time
Pay: $32,567.00 - $44,362.00 per year
