Job Description: Lead SCADA Engineer – NYCDEP Program
Position Title: Lead SCADA Engineer
Location: New York City (Onsite at NYCDEP Facilities)

Position Overview
The Lead SCADA Engineer will serve as the technical authority for SCADA system modernization efforts across NYCDEP facilities. This role is responsible for leading design, development, integration, testing, and commissioning activities associated with DEP SCADA infrastructure, including legacy ABB system conversions planned for Phase 2. The engineer will oversee a team of SCADA, PLC, and HMI engineers while ensuring all work aligns with NYCDEP operational standards, environmental compliance requirements, cybersecurity frameworks, and program milestones.
Key Responsibilities1. Technical Leadership
- MUST HAVE HANDS ON DCS TO PLC CONVERSION EXPERIENCE
- Lead and manage all SCADA engineering activities across multiple treatment plants and remote facilities.
- Provide direction, mentorship, and task prioritization for a team of SCADA and automation engineers.
- Serve as the senior technical SME for NYCDEP’s SCADA architecture, operational workflows, O&M expectations, and plant process integration.
2. SCADA System Design & Development (NYCDEP Standards)
- Design and implement SCADA system upgrades in alignment with NYCDEP guidelines, instrumentation standards, communication protocols, and operational philosophies.
- Develop, configure, and optimize AVEVA System Platform, OMI, Historian, alarming, and reporting components.
- Oversee SCADA I/O database structuring, namespace standards, asset hierarchy, and dependency mapping.
3. ABB Legacy System Conversion (Phase 2 Focus)
- Lead conversion and migration from ABB control/SCADA environments to modern PLC- and AVEVA-based architectures.
- Perform detailed evaluations of ABB logic, graphics, communication maps, alarms, and sequences for accurate and safe conversion.
- Coordinate engineering teams to rewrite control strategies, re-map I/O, and validate converted logic.
- Manage cutover planning, testing, commissioning, and operator acceptance activities.
4. PLC, Control System & Field Integration
- Oversee integration of PLC platforms (Allen-Bradley/Siemens or others as required).
- Validate field instrumentation, I/O panel configurations, wiring schedules, and communications diagnostics.
- Support development of FAT, SAT, point-to-point testing, and live operational commissioning.
5. Documentation & Compliance
- Ensure all engineering artifacts—including design drawings, I/O lists, sequence narratives, P&IDs, test scripts, and O&M materials—meet NYCDEP documentation standards.
- Maintain compliance with NYCDEP guidelines, NYS environmental regulatory requirements, control system best practices, and IT/OT boundary policies.
6. Project Management & Stakeholder Coordination
- Coordinate cross-functional work including mechanical, electrical, instrumentation, and network engineering teams.
- Provide progress reporting, risk identification, mitigation planning, and milestone tracking.
- Interface regularly with NYCDEP plant operations, maintenance staff, and capital program teams.
- Support scheduling, resource planning, budgeting, and Phase 2 roadmap objectives.
Required Qualifications
- Bachelor’s degree in Electrical Engineering, Control Systems Engineering, Computer Engineering, or related field.
- 10+ years of SCADA engineering experience, with at least 5 years supporting water/wastewater or industrial utility operations.
- Demonstrated experience with NYCDEP facilities, operational processes, or SCADA/PLC modernization programs.
- Hands-on experience with ABB control/SCADA systems and proven ability to lead large-scale ABB-to-modern platform conversions.
- Expert-level experience with AVEVA System Platform / OMI, Historian, alarming, and distributed architectures.
- Strong proficiency with PLC platforms (Allen-Bradley, Siemens, or ABB AC800 series).
- Deep knowledge of industrial networking, OPC/Modbus communications, and I/O system integration.
- Experience leading, mentoring, and managing engineering teams.
Preferred Qualifications
- Master’s degree in Engineering, Automation, or Systems Engineering.
- Experience in large municipal water/wastewater projects, especially NYCDEP-specific programs.
- Familiarity with Dell infrastructure, PI System integrations, Digital Core, or IIoT/remote operations concepts.
- Knowledge of industry standards (ISA 101, ISA 18, ISA 95), control philosophy frameworks, and lifecycle documentation.
- PMP, PE, or AVEVA certifications are a plus.

Pay: $80.00 - $90.00 per hour
