Position: OSP QA/QC Fiber Engineer
Position Summary
The OSP Fiber Engineering QA/QC Specialist is responsible for executing detailed quality assurance and quality control reviews of Outside Plant (OSP) fiber engineering designs, construction deliverables, and supporting data. This role performs hands-on validation of GIS, CAD, and field-derived engineering outputs to ensure accuracy, constructability, compliance with standards, and alignment with project requirements.
Working within established QA/QC frameworks and PMO-controlled workflows, the QA/QC Specialist identifies design defects, validates engineering integrity, and supports continuous improvement by providing actionable feedback to engineering, drafting, and fielding teams.
Core Responsibilities
Design QA/QC Execution
- Perform detailed reviews of OSP fiber engineering deliverables, including:
- High-Level Design (HLD) and Low-Level Design (LLD)
- GIS-based fiber network layouts
- CAD construction drawings (aerial and underground)
- Splice diagrams, fiber allocation tables, and BOMs
- Validate that all designs meet defined engineering standards, client specifications, and internal QA/QC requirements.
Technical Validation & Defect Identification
- Inspect engineering outputs to identify and document defects, including but not limited to:
- Fiber linework not aligned with duct/strand infrastructure
- Improper or missing structure placement (handholes, vaults, flowerpots)
- Incorrect riser placement (e.g., risers on drops, missing on mainline fiber)
- Improper slack loop/coiling practices
- Excessive or unnecessary splice points (lack of pass-through continuity)
- Missing or incorrect asset attribution (OLT, FDH, splice enclosures)
- Aerial and underground trespass conditions
- Anchor placement deficiencies (missing or improperly located)
- Verify proper application of fiber distribution methodologies (feeder, distribution, drop).
Constructability Review
- Evaluate designs for real-world constructability, ensuring:
- Feasible routing relative to terrain, utilities, and right-of-way constraints
- Proper pole attachment design and clearance compliance
- Conduit and underground routing free of conflicts
- Cross-reference field data, survey inputs, and engineering outputs for alignment.
Standards & Compliance Verification
- Ensure all deliverables comply with:
- National Electrical Safety Code (NESC)
- OSHA safety requirements (as applicable to design)
- Local permitting and jurisdictional standards
- Utility coordination and joint-use requirements
- Validate adherence to company and client-specific engineering standards.
QA/QC Documentation & Reporting
- Document all QA/QC findings in structured formats, including:
- Pass/Fail inspection checklists
- Defect logs with severity classification
- Redlines and markups using tools such as Bluebeam or GIS platforms
- Provide clear, actionable feedback to engineering and drafting teams for correction.
- Track resolution of identified issues through re-review cycles.
Field Validation Support
- Participate in field verification activities as required to:
- Confirm accuracy of engineering designs against site conditions
- Validate structure placement, routing, and constructability assumptions
- Support reconciliation of field discrepancies with updated engineering outputs.
Continuous Improvement Support
- Identify recurring design and drafting issues and communicate trends to QA/QC leadership.
- Support refinement of QA/QC checklists, validation rules, and standard practices.
- Contribute to improving overall design quality and reducing rework.
Key Performance Indicators (KPIs)
- Accuracy of defect identification (precision and completeness)
- First-pass QA/QC detection rate
- Reduction in downstream construction issues attributable to design errors
- Timeliness of QA/QC review cycles
- Re-review success rate (defects resolved without recurrence)
Qualifications
- Strong experience in OSP fiber engineering, design review, or QA/QC validation.
- Working knowledge of FTTx architectures, including PON (GPON, XGS-PON), feeder/distribution design, and splicing practices.
- Ability to interpret and validate engineering drawings, GIS data, and construction prints.
- Solid understanding of:
- Aerial and underground construction methodologies
- Fiber routing, structure placement, and splicing standards
- Utility coordination and right-of-way considerations
- Detail-oriented with strong analytical and problem-solving capabilities.
Education
Bachelor’s degree in a related field preferred:
- Telecommunications Engineering
- Electrical Engineering
- Civil Engineering
- GIS / Geospatial Sciences
(Equivalent field experience—typically 3–5+ years in OSP engineering or QA/QC may be considered)
Preferred Certifications
- FOA CFOS/D (Certified Fiber Optic Specialist – Design)
- BICSI RCDD (or working toward certification)
- ESRI GIS or AutoCAD Civil 3D Certification

Position Impact

Pay: $60,000.00 - $70,000.00 per year
