Black Marlin Capital, LLC is seeking a licensed Florida Professional Engineer (P.E.) with experience in land development to join our growing team. This position is responsible for preparing and sealing civil engineering plans, supporting entitlement and permitting efforts, and working directly with company leadership on a variety of development projects.
Unlike a traditional consulting engineering role, this position is dedicated exclusively to Black Marlin Capital's portfolio. The successful candidate will prepare civil engineering plans, provide technical expertise throughout the development process, and serve as the company's primary engineering representative during the entitlement and permitting process. This individual will work directly with local, regional, and state regulatory agencies while coordinating specialized consultants—including geotechnical, environmental, traffic, utility, and landscape professionals—to successfully obtain all necessary engineering approvals.
Responsibilities
- Prepare civil engineering plans for residential, multifamily, commercial, industrial, and mixed-use developments.
- Design grading, drainage, stormwater management systems, utility infrastructure, roadways, parking areas, and other site improvements.
- Prepare site development plans, subdivision plans, construction documents, and engineering exhibits.
- Perform stormwater calculations and hydraulic analyses.
- Prepare erosion and sediment control plans.
- Serve as the Engineer of Record for applicable projects and prepare, sign, and seal engineering plans and supporting documents as required.
- Lead the engineering permitting and approval process from initial application through final agency approval.
- Prepare and submit engineering plans and supporting documentation to local, regional, and state regulatory agencies.
- Coordinate directly with municipalities, counties, utility providers, FDOT, SWFWMD, FDEP, and other reviewing agencies to obtain all required engineering approvals and permits.
- Attend pre-application meetings, technical review meetings, agency coordination meetings, and public hearings as needed to support project approvals.
- Respond to agency review comments and coordinate revisions with specialized consultants, including geotechnical, environmental, traffic, landscape architecture, utility engineering, and other project consultants.
- Review consultant deliverables and incorporate them into the overall project design.
- Review boundary, topographic, tree, and ALTA surveys to support engineering design.
- Assist with site due diligence, feasibility analyses, and preliminary engineering evaluations for prospective acquisitions.
- Provide engineering support during construction, including reviewing RFIs, evaluating field conditions, preparing design revisions, and assisting with construction-related engineering questions.
- Prepare engineer's cost estimates and technical reports.
- Track permitting milestones and proactively identify opportunities to keep projects on schedule.
- Collaborate closely with Black Marlin Capital's acquisitions, development, construction, surveying, and executive teams to identify permitting challenges early and develop practical engineering solutions.
- Ensure all engineering work complies with applicable federal, state, and local regulations.
Qualifications
- Bachelor's Degree in Civil Engineering.
- Current Florida Professional Engineer (P.E.) license required.
- Minimum of five years of experience in land development civil engineering.
- Strong knowledge of Florida land development regulations, permitting processes, and site development design.
- Ability to independently prepare and seal civil engineering plans for land development projects.
- Experience coordinating with multidisciplinary consultants and integrating their work into project designs.
- Excellent communication, organization, and technical writing skills.
- Valid Florida driver's license.

- AutoCAD Civil 3D (required)
- Stormwater modeling software (Hydraflow, ICPR4, HydroCAD, or equivalent)
- Microsoft Office Suite
- Bluebeam Revu
- GIS experience is a plus

Pay: $120,000.00 - $145,000.00 per year
