Residency Requirement: Candidates must currently live in Pennsylvania, within a reasonable commuting distance of Harrisburg (approximately 2 hours).

Short Description: The Commonwealth of Pennsylvania is seeking an experienced Architect (Data Modeler) to support the Department of Health. The consultant will be responsible for designing and optimizing enterprise data models to improve data governance, reporting, and system interoperability across state health projects.
Complete Description: The Architect (Data Modeler) will serve as a key member of the DOH data team, working closely with stakeholders, analysts, and developers to ensure high-quality data structures are in place for critical initiatives. The role requires both technical depth in data modeling and the ability to align solutions with enterprise architecture standards.
Responsibilities: - Develop logical and physical data models to support enterprise systems, reporting, and analytics.
- Gather requirements and translate business needs into scalable data structures.
- Design and implement data integration solutions across multiple platforms and applications.
- Optimize database design for performance, scalability, and maintainability.
- Ensure compliance with state security and governance standards.
- Document data dictionaries, metadata, and schema specifications.
- Provide guidance to development teams on data architecture best practices.
- Support ongoing enhancements, troubleshooting, and issue resolution for data model-related challenges.
- Participate in design reviews, architecture governance, and cross-functional collaboration.
Required Skills & Experience: - Proven experience as a Data Modeler, Data Architect, or Database Designer.
- Strong knowledge of relational and dimensional data modeling.
- Proficiency with ER modeling tools (e.g., Erwin, PowerDesigner, or equivalent).
- Expertise with SQL Server and T-SQL for schema design and optimization.
- Experience with large enterprise data environments and integration projects.
- Familiarity with data governance, metadata management, and master data management.
- Strong documentation and communication skills for both technical and business audiences.
Desired Skills: - Experience working in healthcare or public health environments.
- Familiarity with cloud data platforms (Azure, AWS, or GCP).
- Knowledge of big data concepts, ETL pipelines, and data lakes.
- Prior state government experience.
