Global Fishing Watch is an international, non-profit organization committed to advancing ocean governance through increased transparency. We create and publicly share knowledge about human activity at sea to enable fair and sustainable use of our ocean. Founded in 2015 through a collaboration between Oceana, SkyTruth, and Google, GFW became an independent non-profit organization in June 2017. Using cutting-edge technology, we create and publicly share map visualizations, data, and analysis tools to enable scientific research and drive a transformation in how we manage our ocean. By 2030, we aim to monitor and visualize the impact of ocean-going vessels, both industrial and small-scale, that are responsible for the vast majority of the global seafood catch. We believe human activity at sea should be common knowledge in order to safeguard the global ocean commons for the common good of all.
Global Fishing Watch is working to enhance fisheries management by promoting transparency, building analytical capacity, and fostering regional collaboration. Through open data, satellite technology, and partnerships with governments and stakeholders, we aim to equip decision makers with the tools needed to combat illegal, unreported, and unregulated (IUU) fishing, support small-scale fishers, and improve marine conservation. Our program focuses on sharing insights, capacity development and the integration of advanced monitoring and evaluation techniques to drive evidence based policy and sustainable ocean governance.
Background
We are seeking a qualified graphic design professional, or an agency, to create 10 high-quality graphics that communicate complex information on satellite data as it relates to the monitoring, control and surveillance of fisheries in visually engaging and accessible formats. These graphics will be used across multiple channels, including presentations, explainers, policy briefs, and as part of a training course package.
Deliverables
- 10 unique graphics covering topics to be provided upon contract reward
- Each graphic is designed for both digital and print applications
- Final deliverables in multiple formats: high-resolution PNG, PDF, and editable source files in Canva format, so any text can be translated into multiple languages
- Style guide documentation for future reference
Design requirements
- Professional aesthetic aligned with Global Fishing Watch brand guidelines (to be supplied upon contract reward)
- Clear visual hierarchy and information flow
- Accessibility considerations (color contrast, readability)
- Vector format design elements for various display sizes
- Consistent visual theme across all ten graphics
- Original graphics and illustrations (no stock photography unless pre-approved)
Scope and timeline
We would request one round of major revisions per infographic, and one minor revision, as needed.
RFP response due: October 6 2025
Vendor selection: October 10 2025
Project kick off: October 15 2025
First draft delivery: November 30 2025
Final deliverables: December 31 2025
Vendor experience and qualification requirements
- A portfolio demonstrating graphic design expertise with a minimum 5 relevant examples
- Experience in scientific communication and design
- Design software proficiency (Adobe Creative Suite, etc.)
- Project management tools and processes
- File sharing and collaboration methods via Google Suite
- Quality assurance procedures
Submission requirements
Interested parties should submit a proposal containing i) a descriptive plan as a Word or PDF file and ii) a budget as a spreadsheet file. The budget should be submitted in spreadsheet form.
The proposal should consist of:
- A cover letter explaining the provider's interest and qualification for the consultancy, including a description of previous experience with the types of work proposed in the RFP
- A narrative proposal outlining how the provider intends to fulfil the responsibilities outlined in the previous section
- A descriptive budget outlining the total cost of fulfilling the terms of the RFP
- A proposed timeline for completing the consultancy
- Resumes/CVs of key project personnel

Fixed price for all 10 graphics
Evaluation criteria
Proposals will be evaluated based on the following weighted criteria
