The Senior Portfolio Specialist provides senior-level analytical, coordination, and documentation support for Federal IT, e-government, and external reporting initiatives. This role serves as a trusted advisor to leadership by translating complex legislative, policy, and reporting requirements into actionable insights, executive-ready deliverables, and compliant responses.
The Senior Portfolio Specialist works closely with technical teams, project managers, policy owners, and senior executives to manage high-visibility portfolios involving Congressional, OMB, GAO, and interagency reporting. The role requires deep familiarity with Federal IT governance, strong writing and briefing skills, and the ability to operate independently in fast-paced, high-accountability environments.
Conduct in-depth legislative and policy analysis within the Federal Government, with particular emphasis on Federal IT, cybersecurity, data governance, and e-government mandates.
Interpret, analyze, and synthesize Federal IT policies, Executive Orders, OMB memoranda, GAO reports, and statutory requirements, translating them into clear guidance and response actions.
Serve as a central coordination point for external reporting portfolios, tracking deliverables, milestones, and dependencies across multiple stakeholders and offices.
Manage and monitor high-visibility external actions, ensuring timely, accurate, and complete responses to Congressional inquiries, OMB submissions, GAO engagements, and interagency requests.
Produce, under Federal direction, policy documents, position papers, strategic plans, and implementation guidance aligned with Federal IT priorities.
Decompose incoming external requests into clear tasking, response requirements, and decision points for technical and leadership teams.
Prepare executive-level briefings, presentations, talking points, and status reports for CIOs, senior leadership, and governance bodies.
Develop high-quality written products, including white papers, reports, memoranda, decision papers, information papers, process flows, and governance documentation.
Support and maintain external reporting artifacts, dashboards, and digital archives, ensuring audit readiness and institutional knowledge retention.
Conduct benchmarking studies and best-practice research across Federal and industry landscapes to inform policy development and portfolio strategy.
Provide portfolio-level insight to leadership, identifying risk, gaps, and opportunities for process improvement across reporting and governance activities.
Demonstrated experience supporting Federal IT programs, governance, policy development, and external reporting functions.
Strong command of Federal reporting mechanisms and platforms (e.g., OMB submissions, interagency coordination tools, structured reporting artifacts).
Exceptional analytical, writing, and synthesis skills, with the ability to distill complex policy and technical material into executive-ready formats.
Proven ability to manage multiple concurrent priorities under tight deadlines in high-visibility, compliance-driven environments.
Advanced stakeholder engagement and coordination skills, working effectively with technical teams, program managers, legislative affairs, and senior executives.
Experience developing and maintaining tracking systems, reporting databases, or structured portfolios to monitor status and accountability.
High degree of independence, sound judgment, and discretion when handling sensitive or leadership-facing materials.
