Overview:
We are seeking a dynamic and results-driven Freelance Federal Business Development Manager to lead strategic growth efforts across federal, state, and local government sectors for our client Bell Federal Systems Inc. This role is responsible for identifying, qualifying, and capturing new business opportunities, developing strategic partnerships, and driving proposal responses that align with the company’s core capabilities.
Key Responsibilities:
- Identify, qualify, and pursue new business opportunities within federal, state, and/or local government agencies.
- Develop and maintain a pipeline of short- and long-term opportunities aligned with corporate growth goals.
- Lead capture management efforts, including win strategies, competitive analysis, teaming arrangements, and customer engagement plans.
- Build and maintain relationships with government stakeholders, industry partners, and key decision-makers.
- Support proposal development efforts, including RFI, RFQ, and RFP responses in coordination with proposal and technical teams.
- Monitor and analyze government procurement trends, contract vehicles, and budget forecasts.
- Represent the company at industry events, conferences, and meetings with government officials.
Required Qualifications:
- 5+ years of experience in government business development or capture management.
- Proven track record of identifying and winning contracts in the federal or public sector.
- Strong understanding of federal procurement processes (FAR/DFARS), contract vehicles (GSA, GWACs, IDIQs), and government funding cycles.
- Excellent written and verbal communication skills.
- Ability to work independently and as part of a cross-functional team.
- Proficient in using tools like GovWin, SAM.gov, or other federal opportunity databases.
Preferred Qualifications:
- Experience with specific agencies (e.g., DoD, DHS, VA, HHS, USDA, etc.).
- Familiarity with socioeconomic certifications (e.g., 8(a), SDVOSB, WOSB) and how they affect procurement strategies.
- Understanding of solution selling in areas like IT services, staffing, cybersecurity, or consulting.
Compensation: This is a commission-based position. You will earn a 20% residual commission on all awarded contracts in which you play a direct role in securing.
