About the Role:
This is a Senior Business Analyst role requiring deep business analysis expertise, strong stakeholder engagement, and the ability to operate independently within a complex, regulated environment.
Key Responsibilities
- Lead end-to-end business analysis activities, including requirements elicitation, documentation, validation, and stakeholder approval
- Serve as a liaison between business stakeholders, program leadership, IT teams, and external partners
- Analyze and re-engineer existing business processes to identify gaps, inefficiencies, and improvement opportunities
- Develop business cases, solution options, risk assessments, and cost-benefit/ROI analyses
- Support the design of an interoperable referral system across multiple programs and agencies
- Design and execute a secret shopper approach to evaluate real-world system performance and referral outcomes
- Translate complex business needs into clear, actionable functional and technical requirements
- Assess solution options and recommend improvements to ensure alignment with business and end-user needs
- Support implementation planning and contribute to continuous process and system improvement.
Required Qualifications
- 8+ years of experience as a Business Analyst in applications or software development environments
- Strong expertise in eliciting, documenting, and managing complex business and technical requirements
- Hands-on experience with business process mapping and reengineering
- Excellent written and verbal communication and presentation skills
- Proven ability to work independently and drive initiatives to completion
- Experience preparing business cases, planning documents, and solution recommendations
Preferred Qualifications
- Experience working within government or highly regulated environments
- Strong data analysis skills, including the ability to analyze raw data and identify trends
- PMP or project management experience is a plus
