Department Marketing Statement
WMATA is seeking a team player with experience with Maintenance Material Management Systems (MMMS) to provide hands-on technical support for enterprise transit assets, related inventory, and other transit management systems essential to daily WMATA operations. This role performs detailed application design, development, configuration, integration, testing, and deployment support across platforms, including Maximo Application Suite, FleetWatch, Linear Asset, and Track Right systems; Geospatial solutions; Warehouse Management Systems; and Product Lifecycle Management applications and databases. The Specialist works closely with business users, vendors, and technology teams to analyze requirements, resolve functional and technical defects, and implement enhancements aligned with WMATA¿s Digital Modernization Strategic Plan, contributing directly to system stability, performance, and compliance with WMATA technical standards and change management processes.
Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's Degree in Management Information Science, Computer Science, Mathematics, Finance, Business or Public Administration. A minimum of six (6) years of progressively responsible technical experience in, and knowledge of diversified technical level information systems and data processing management in a large organization. Comprehensive knowledge and in-depth experience in one or more of the systems: Maximo and its integration tools, Bentley ORIM, Fleetwatch, GOTRS, and Warehouse Management.
Or, an equivalent combination of post-high school education and eight (8) years of progressively responsible technical experience in, and knowledge of diversified technical level information systems and data processing management in a large organization. Comprehensive knowledge and in-depth experience in one or more of the systems: Maximo and its integration tools, Bentley ORIM, Fleetwatch, GOTRS, and Warehouse Management. AND: Knowledge of two or more of the following: HTML, Java, Java 2 Enterprise Edition Technology (J2EE), JSP, Extensible Markup Language (XML), JavaScript, Actuate, C + + and Object Oriented analysis and design, relational database programming and administration programming/application development for in-vehicle communication systems.

Job Summary/Duties:
This is an expert level and technical position which requires in-depth knowledge in order to support Metro's information technology systems and technology applications. The candidate must have a working knowledge of the features of the Maximo, ORIM, WMS, GOTRS, or Fleetwatch systems, related to the development, implementation, integration, customization and maintenance of these systems. The incumbent implements IT project activities in accordance with the Authority's IT Strategic Plan, and evaluates, and develops system architecture and functions across the Authority for potential automation The incumbent has extensive latitude for independent judgment and action within general guidelines provided by the Program Manager. The incumbent provides technical applications support to users, which involves answering questions on function and usage of products, investigating, managing, tracking and resolving support issues related to the database and functions of the application(s), providing training to users, and performing application upgrades.
Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and installing to support an organization's application systems.
Knowledge and experience in relational databases and client-server concepts.
Ability to develop, integrate, and customize Maximo, ORIM, WMS, GOTRS, or Fleetwatch systems.
Participates in and oversees the analysis, design, development, implementation, and support of assigned enterprise complex projects.
Interfaces with other offices to ensure commitment in supporting or using the Authority's integrated systems. Consults with and informs user departments on system requirements, resolution of problems and operating difficulties, future enhancements, and modifications.
Responsible for problem resolution related to system design and implementation. Reviews and recommends approval of functional and technical design documents, implementation of systems, program enhancements, and modification to assigned applications.
Implements the activities of the IT projects in systems development in four key areas:
project management, quality assurance and quality control, risk management, and scheduling branches within OIT.
Prepares or assists in the preparation of scope of work, project proposals, or requests for proposals to buy, revise, or design and install application systems.
Represents IT at meetings and conferences with consultants, contractors, and other stakeholders in assigned systems.
Provides input and monitors expenditures against project budgets.
Ensures project life-cycle is in compliance with Metro standards and procedures.
Works on the development-to-production of new systems and enhancements to existing systems, and ensures they are in compliance with approved standards.
Oversees the administration of a Quality Control program and ensures that proper development-to-production of new systems and enhancements to existing systems are in compliance with approved standards.
Performs acquisition and contract negotiation for software products; conducts business requirement analysis and data integration study, using intelligent transportation standards.
Analyzes, evaluates, and approves system changes to determine feasibility, alternative solutions and back out procedures.
