Work Location: Wittenberg Community Center Office
Weekly Hours: M-Th, 7:30-5:00 - 36 hours per week, plus two monthly board meetings in the evening
Reports to: Village Board
Position Summary
The Village Clerk/Treasurer is the main contact for Village residents and is responsible for a variety of areas for the Village, to include: Village meeting preparation and minutes, election administration, permits and licensing, all areas of Village accounting and bookkeeping to include the water/sewer utility and taxes. Also includes any other duties that would be assigned by the Village Board.
ESSENTIAL DUTIES & RESPONSIBILITIES
Clerk Responsibilities
· Preparation of all Village meetings to include: agenda notices, meeting packets, minutes and permanent record keeping
· Publish all required Village notices
· Licensing and permit items: liquor, operators, cigarettes, pets, building and zoning.
· Prepare and publish Village ordinances and resolutions, work with Village Attorney as needed.
· Maintain Village facility usage and rentals to include: Village Community Center, Washington Park and Pond Park.
· Election administration – detailed below.
Election Responsibilities
· Election administration as directed by the WI Election Commission to include all election notices, absentee voting, WisVote date, voter registration and more.
· Organize, manage, train all poll workers and supervise on Election Day.
· Coordinate with Shawano County Clerk to turn in election results and any other items as requested.
· Maintain and assure security of voting equipment and all election processes.
· Maintain and report all elected certification as required by law.
· Maintain records and certifications of poll workers.
Treasurer Responsibilities
· Village tax preparation to include board of review, records of assessments, all state and county filings, tax collection and settlement, semi-annual tax-exempt properties.
· Work closely with Village engineers, and financial advisors, for administration of tax incremental districts, along with reports and meetings.
· Village accounts receivables and invoicing to include: mobile home park fees, tax special assessments, invoicing and receivables.
· Collection of all Village payments and preparation of regular deposits.
· Administration of all Village accounts payable, bank accounts and loans to include check preparation and bank reconciliation.
· Oversight of all Village finances, annual budget preparation and maintenance for all funds.
· Work with and provide all materials needed for the annual audit.
Utility Responsibilities
· Prepare all water/sewer billings on a quarterly basis to include meter reading preparation.
· Keep all accounts up to date and accurate, process move in/outs and final bills.
· Accounts receivable items, to include receipts and deposits along with sending out past due and disconnect notices.
· Maintain and oversee any payment arrangements for past due accounts.
· Prepare tax roll process for any delinquent accounts as of September 30th of each year.
· Assist with PSC annual report with the director of public work and auditors.
Human Resource & Administrative Responsibilities
· Maintain all employee personnel records.
· Administration of all employee benefits
· Process employee payroll, file bi-weekly, monthly, quarterly and annual reports to include employee W-2’s.
· Assist with hiring process to include advertising, interview scheduling, and new employee setup.
· Work with the Director of Public Works and report to the Village Board, relating to all personnel items to include: performance reviews, disciplinary or rewarding actions needed.
Knowledge and Skills
· Ability to work in a fast paced environment and stay organized with the ability to multi-task.
· Ability to communicate well with the general public, village board and staff.
· Must have knowledge of accounting and human resources fundamentals.
· Must have exceptional computer and office skills with the ability to learn new programs as needed.
· Exceptional time management skills with the ability to work independently and accurately.
· Must be fluent with Microsoft word, excel and outlook and accounting software.
· Knowledge of government accounting and open meeting laws.
