Position Title: AAAD Fiscal Manager
Pay Plan Grade Level: VII
Reports To: Director of Area Agency on Aging and Disability
Summary
The AAAD Fiscal Manager is responsible for overseeing the financial operations of the Area Agency on Aging and Disability (AAAD). This includes budget preparation, contract compliance, financial reporting, and supervision of fiscal staff. The Fiscal Manager ensures all financial activities comply with federal, state, and local regulations while supporting the agency’s mission to serve older adults and individuals with disabilities. This role requires strong financial expertise, leadership skills, and the ability to communicate complex financial information to diverse stakeholders.
Duties
- Prepare and maintain all AAAD budgets, including service coordinator budgets, and prepare reports as required by DDA and FTDD.
- Prepare and administer contracts for services in compliance with applicable regulations.
- Review, code, and process Requests for Purchase Orders.
- Prepare financial information for the Area Plan for Services.
- Develop and maintain provider relationships, including qualifying and providing technical assistance to vendors.
- Review and approve Request for Proposal Applications (RFPAs).
- Authorize reimbursement payments to vendors, verifying accuracy of vendor requests.
- Administer cost sharing agreements, consumer liability payments, and vendor payment reconciliation.
- Prepare all TennCare financial reports and budgets.
- Prepare invoices and reimbursement requests for DDA.
- Oversee the AAAD Administrative Cost Allocation Plan, including monthly, quarterly, and annual reports.
- Supervise AAAD fiscal staff and oversee CREVAA/CREST Program fiscal functions.
- Conduct on-site fiscal monitoring and approve written reports.
- Maintain documentation for donated space, cash match, and fiscal software compliance.
- Participate in training provided by DDA and AAAD.
- Represent the agency in a professional manner and comply with FTDD rules and regulations.
- Perform other duties as assigned.
Knowledge, Skills, and Abilities (KSA)
- Knowledge of budgeting, accounting, financial reporting, forecasting, and regulatory compliance.
- Ability to analyze financial data, assess risks, and make informed decisions.
- Skill in presenting financial information to non-financial stakeholders clearly and effectively.
- Knowledge of government contracting, procurement regulations, and reporting requirements.
- Strong leadership skills with the ability to supervise staff, manage projects, and coordinate across departments.
- Proficiency in financial systems and software for reporting and compliance monitoring.
- Ability to work independently, meet deadlines, and adapt to evolving regulations and program needs.
Education
A bachelor’s degree in accounting or a related field in financial management is required. Advanced training or certifications in accounting, grant compliance, or financial management are preferred.
Experience
A minimum of two (2) years of experience in a role requiring financial expertise is required. Experience with government contracting, procurement regulations, and reporting requirements is preferred. Demonstrated financial expertise, analytical ability, and leadership skills are required.
