OverviewLynker Corporation is seeking to hire a Lead Fishery Management Analyst – Data, Scientific Analysis & Compliance Support to support a contract with NOAA’s National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (OSF). This is a full-time, primarily remote position anticipated to begin August 1, 2026. Hiring for this position will be contingent on contract award. Lynker will be operating under its FLOAT joint venture, a NOAA ProTech Fisheries 2.0 prime contract holder.*
The Lead Fishery Management Analyst – Data, Scientific Analysis & Compliance Support will support implementation of Executive Order 14276, including development of fishery management actions, regulatory documentation, and environmental compliance. This role will lead technical efforts across Regional Offices and the Atlantic Highly Migratory Species Division.
Responsibilities
Duties of the Lead Fishery Management Analyst – Data, Scientific Analysis & Compliance Support will include the following:
- Lead development of Fishery Management Plans (FMPs), amendments, and regulatory action packages
- Develop management alternatives, recommendations, and presentations
- Oversee scientific analysis, technical writing, and NEPA compliance
- Coordinate with NMFS Regional Offices, Atlantic HMS, and headquarters staff
- Review scientific studies and regulatory analyses for accuracy and policy alignment
- Oversee Administrative Records and clearance packages
- Support rapid implementation of management measures
- Participate in Fishery Management Council processes
- Provide leadership and quality control for analyst staff

Qualifications
The Lead Fishery Management Analyst – Data, Scientific Analysis & Compliance Support should have the following:
- Advanced degree (Master’s or PhD) in fisheries science, marine biology, environmental science, natural resource management, public policy, or a related field
- Experience developing Fishery Management Plans or amendments
- Familiarity with Magnuson-Stevens Act and NEPA
- Experience supporting NMFS, Regional Offices, or Fishery Management Councils
- Experience leading fisheries management action development or regulatory analysis
- Strong technical writing, analytical, and coordination skills
- Ability to synthesize scientific and policy information
- Seven (7) or more years of experience leading or supporting fisheries management actions
