We are seeking an experienced Underwriter who understands public entity operations and risk pooling to help sustain and evolve underwriting programs that support long-term stability and member value.

Position Highlights/Job Description
The Underwriter ensures the continued strength and viability of CIS’s property and liability underwriting programs through sound judgment, technical expertise, and strategic insight. This role evaluates member eligibility, analyzes coverage and rates, supports program development, and partners closely with claims, legal, analytics, and risk management teams. The position also serves as a trusted resource to CIS members, agents, reinsurers, and internal leadership.
Key Responsibilities
Underwriting & Program Management
- Review and analyze coverage documents to determine applicability and exposure.
- Evaluate prospective and renewing members for eligibility in accordance with governing documents and policies.
- Analyze and develop rates in collaboration with the Underwriting & Analytics Director.
- Review and finalize renewals, endorsements, and member invoices.
- Recommend enhancements to underwriting programs, coverage agreements, rating plans, and procedures.
- Monitor underwriting market and regulatory developments and provide strategic recommendations.
Member & Stakeholder Support
- Respond promptly to member and agent inquiries regarding coverage and exposure.
- Meet with member staff, agents, or elected officials to explain underwriting programs and options.
- Address underwriting issues or complaints in coordination with the Underwriting & Analytics Director.
- Provide underwriting data and reports to analysts, re-insurers, auditors, actuaries, and partners.
Communication & Leadership
- Present at the CIS Annual Conference and regional/national conferences as requested.
- Assist with OPEEP renewal documents, coverages, and invoicing.
- Collaborate across departments to support integrated risk solutions.
Required Qualifications
Education & Experience
- Bachelor’s degree in insurance administration, business management, or equivalent experience.
- 10+ years of progressively responsible experience in insurance underwriting, public entity pooling, or a related field.
Required Certification / License (one of the following):
- Chartered Property Casualty Underwriter (CPCU)
- Associate in Risk Management (ARM), Associate in Commercial Underwriting (AIU), or similar designation
- Property/Liability Insurance License
Licenses
- Valid driver’s license with a safe driving record (driving is an essential job function).
Preferred Experience
- Experience working in a public sector risk pool environment
- Background in risk management or insurance services
- Experience with lines of coverage offered by the CIS Trust
Skills & Competencies
- Advanced knowledge of underwriting principles and regulatory requirements
- Strong analytical, negotiation, and contract management skills
- Ability to communicate complex concepts clearly to diverse audiences
- Public speaking experience, including conference presentations
- Proven ability to manage time, priorities, and multiple stakeholders effectively
During training, you may be required to work up to three (3) days per week in our Wilsonville Office. Other days may be worked remotely from your Oregon residence. After the training period, the number of days required in the office may be reduced.
