Duties
Help
- You will assist the Comptroller with command financial management, assuming primary responsibilities during Comptroller absence and/or as directed by Senior Leadership.
- You will serve as an advisor and technical expert to the commander and key staff members on financial management activities.
- You will review all policies, programs, and operations involving the financial management of the command.
- You will assist with development of the departmental operating budgets for the command.
- You will Perform a variety of duties pertaining to the implementation of Financial Management Systems (FMS) and information technology.
- You will prepare organizational performance reports to drive management action to execute mission in conformance with annual operating budget and strategic business objectives both for short term and long-term planning.
- You will provide oversight regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, Internal Management Controls, civilian pay issues, installation bank and credit union activities, budget and program matters.

- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

FOR GS-12:
Your Resume Must Also Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-11 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following
- Experience applying Detailed, intensive knowledge of policies, precedents, goals, objectives, regulations, which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs to include: (e.g., direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations.
- Experience analyzing budgetary relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure.
- Experience applying methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones (e.g., cost-benefit analysis, ZBB, prorating revenues and costs among customers, planning-programming budgeting, PERT, management by objectives, decision theory, probability theory, linear programming, and inventory replacement theory).
FOR GS-11:
Your Resume Must Also Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-09 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following
- Experience applying knowledge of policies, precedents, goals, objectives, regulations, which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs.
- Experience analyzing budgetary relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes).
- Experience applying methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones.
FOR GS-09:
Your Resume Must Also Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-07 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following
- Experience in applying sources of factual information about the programs and finances of the assigned area of the budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data.
- Experience interpreting the source information and applying it to a budget.
FOR GS-07:
Your Resume Must Also Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-05 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following
- Experience applying knowledge of automated data processing concepts and systems capabilities to assist with the budget functions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
There is no education substitution at the GS-12 grade level.
The following education may be used as a substitution for the specialized experience:
For Gs-11
Successful completion of a Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience
For Gs-09
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

This position is covered by the Department of Defense Priority Placement Program.
Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230.
