Duties Summary
The purpose of the Field Examination Branch is to conduct examinations of regulated institutions to assess their financial condition and compliance with applicable laws and regulations. The Branch reviews replies received from institutions in response to examination findings to determine that corrective action has been implemented and to ensure that issues not requiring further attention are closed.
The position primarily conducts field and off-site (in office) examinations of considerable scope and complexity, of small to large regulated entities and financial institutions to determine solvency, soundness of management and policies, actions of officers and directors, and compliance under the laws. The position also serves as examiner-in-charge of field examinations of which are complex in nature and usually involve small and medium regulated entities and other small and medium financial institutions.
Minimum Qualification Requirements
Education: Bachelor's degree from an accredited four (4) year college or university with at least twelve (12) semester credit hours in accounting and/or auditing subjects.
General Experience: Two (2) years of professional experience in any one or a combination of the following:
(1) Professional accounting or auditing experience; or
(2) Experience teaching accounting at the college or university level
Specialized Experience: One (1) year of responsible professional experience which demonstrated knowledge of the business operations of a financial institution(s), including the interrelatedness of various financial transactions and their effect on the overall condition of the institution.
Allowable Substitutions
Substitution of Experience for Basic Education Requirement
The experience must have been of such scope, level and quality as to assure the possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to baccalaureate degree which included twelve (12) semester credit hours in accounting/auditing subjects.
The following types of experience may be substituted for education on a year-for-year basis.
A. Excess General Financial Institution Examining Experience.
B. Excess Specialized Experience or any other responsible administrative, professional or analytical work experience which did not require the knowledge and application of generally accepted accounting and/or auditing principles and practices may be substituted for the Education Requirement on a year-for-year basis.
Substitution of Education for Experience
A. Bachelor's degree in accounting, or a bachelor's degree in accounting and/or auditing coursework equivalent to a bachelor's degree in accounting from an accredited college or university may be substituted for six (6) months of General Experience.
B. Master's degree in accounting, or a master's degree with accounting and/or auditing coursework equivalent to a master's degree in accounting from an accredited college or university may be substituted for all of the General Experience.
C. Ph.D degree in accounting, or a Ph.D degree with accounting and/or auditing coursework equivalent to a Ph.D degree in accounting from an accredited college or university may be substituted for all of the General Experience.
Knowledge: Financial services theory, practice and law; economics; business administration; accounting; and financial analysis.
Skills/Abilities: Demonstrate the skills and expertise required to examine regulated institutions and entities that either are large and/or complex or exhibit problem characteristics; skill in the organization of work to produce numerous and diverse work products of good quality and in a timely manner; skill in directing, coordinating and reviewing the work of others.
Legal Authorization to Work Requirement: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, national, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Other Information
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharge from your employment at the prerogative of the department head or designee at any time.
