Job Summary
Under the general direction of the Building Safety Director, this position performs advanced professional, administrative, and technical engineering work for the City of Clovis. The City Engineer is responsible for the planning, design, review, and management of public infrastructure and capital improvement projects, ensuring compliance with applicable regulations, standards, and City objectives. This role serves as the City’s technical authority on engineering matters and provides leadership in infrastructure planning, development review, and project execution.
This position serves as the City’s primary technical authority on engineering matters. In the absence of this position being filled, these responsibilities may be temporarily assigned to the City Manager or other designated personnel.
Typical Duties
- Reviews and evaluates engineering plans, specifications, and reports for capital improvement projects, development proposals, and infrastructure systems.
- Ensures compliance with City codes, drainage requirements, environmental regulations, and engineering standards.
- Coordinates with developers, contractors, consultants, and internal departments on engineering and infrastructure projects.
- Provides technical engineering guidance and establishes engineering standards, criteria, and best practices.
- Develops scopes of work, prepares requests for proposals, and participates in consultant selection and contract administration.
- Manages and monitors project budgets, expenditures, funding allocations, and financial performance of assigned projects.
- Pursues and administers grant funding and external funding sources for infrastructure and capital improvement projects.
- Provides technical input for long-range planning, including master planning, transportation systems, drainage systems, wastewater systems, and solid waste infrastructure.
- Collaborates with Public Works and other departments on infrastructure planning and system improvements.
- Meets and confers with consulting engineers, City leadership, boards, commissions, and external agencies.
- Reviews and participates in approval, modification, or rejection of development plans, plats, and engineering proposals.
- Communicates with the public regarding infrastructure projects, development activity, and engineering-related concerns.
- Provides oversight or coordination related to GIS and infrastructure data systems, as applicable.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in Civil Engineering or a closely related field;
- Five (5) years of progressively responsible experience in municipal or public works engineering.
Licenses & Certifications
- Professional Engineer (PE) license in the State of New Mexico, or ability to obtain within one (1) year of hire.
- Valid driver’s license equivalent to a New Mexico Class D.
Knowledge, Skills, and Abilities
Knowledge of:
- Engineering principles and practices related to municipal infrastructure systems, including water, wastewater, drainage, transportation, and solid waste
- Capital improvement project planning, design, and construction management
- Applicable environmental regulations, permitting requirements, and compliance standards
- Contract administration, procurement processes, and project funding mechanisms
- Development review processes and municipal engineering standards

Physical Requirements
Work is performed in both office and field environments. Requires sitting, standing, walking, bending, and occasional lifting of light to moderate weight. Fieldwork may involve exposure to construction sites and outdoor conditions.
Working Conditions
Work is performed in an office setting with regular travel to project sites, construction areas, and meetings. Exposure to outdoor conditions, traffic, and construction environments may occur. Occasional work beyond normal business hours is required. Position is classified as safety sensitive and subject to drug and alcohol testing in accordance with City policies.
