Position Overview
LocalPeople is seeking an experienced Project Manager to support the Oklahoma State Department of Health (OSDH) Project Management Office in Oklahoma City.
This is a 1099 independent contractor engagement for an initial 12-month term, with the potential for an additional 12-month extension based on agency needs, performance, and contract availability.
This position will be responsible for leading medium- to large-scale projects through the full project life cycle, including project initiation, planning, execution, monitoring and control, implementation, and project closeout.
The Project Manager will work closely with OSDH leadership, business stakeholders, technical teams, vendors, subject matter experts, and other agency resources to ensure projects remain aligned with organizational objectives, approved scope, schedules, budgets, and applicable federal, state, and agency requirements.
This is an excellent opportunity for an experienced Project Manager who is comfortable operating within a structured PMO environment and managing complex projects involving multiple stakeholders, vendors, and business areas.
Key Responsibilities
The Project Manager will:
- Manage medium to highly complex projects from initiation through implementation and project closure.
- Develop and maintain project schedules, scope, objectives, milestones, deliverables, budgets, risks, issues, and resource plans.
- Utilize Waterfall, Agile, and Hybrid project management methodologies based on project needs.
- Develop project status reports and communicate project health, risks, milestones, dependencies, and key performance metrics to stakeholders and PMO leadership.
- Manage project risks and issues, develop mitigation strategies, remove project blockers, and escalate concerns when appropriate.
- Coordinate agency resources, vendors, contractors, subject matter experts, and project stakeholders.
- Manage vendor relationships and ensure vendor deliverables remain aligned with project scope, schedule, and contractual requirements.
- Support and facilitate project-related contract activities from initiation through closure.
- Manage project scope and change control processes.
- Implement organizational and project change management practices in accordance with agency and PMO guidance.
- Forecast project resource needs and coordinate the acquisition and allocation of required resources.
- Facilitate stakeholder meetings, project workshops, working sessions, and executive-level project discussions.
- Perform gap analysis and root cause analysis and develop recommendations to improve project outcomes.
- Ensure project activities and deliverables comply with applicable federal, state, agency, and contractual requirements.
- Maintain accurate and complete project documentation throughout the project life cycle.
Required Qualifications
Qualified candidates should have demonstrated experience managing complex projects within an enterprise environment and possess:
- Experience managing projects using Waterfall, Agile, and Hybrid project management methodologies.
- Strong knowledge of project management principles and practices.
- Familiarity with the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK).
- Experience developing and maintaining detailed project plans and schedules.
- Strong proficiency with Microsoft Project or comparable enterprise project scheduling tools.
- Experience managing project scope, schedules, risks, issues, budgets, resources, and change control.
- Experience preparing project status reports, executive communications, and project performance metrics.
- Experience coordinating cross-functional teams and managing multiple stakeholders.
- Experience managing vendors and vendor deliverables.
- Strong facilitation, organizational, analytical, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to communicate professionally with technical teams, business users, vendors, executives, and agency leadership.
- Strong attention to detail and the ability to manage multiple priorities simultaneously.
Preferred Qualifications
Preference may be given to candidates with:
- PMP or other recognized project management certification.
- Experience working within a formal Project Management Office (PMO).
- Previous State Government, Public Sector, Healthcare, or Public Health project management experience.
- Experience managing enterprise technology or business transformation initiatives.
- Experience working with government procurement, contracts, compliance requirements, or third-party vendors.
- Experience with organizational change management.
Work Location and Schedule
This position is based in Oklahoma City, Oklahoma 73102.
The consultant will generally work 40 hours per week during the agency's standard operating window of 7:00 AM to 6:00 PM, Monday through Friday.
Candidates must be able to work onsite a minimum of three days per week. Additional onsite work may be required depending on project activities and agency needs.
This is not a fully remote position.
Contract Structure
This opportunity is structured as a 1099 independent contractor engagement.
The initial contract term is 12 months, with the potential for an additional 12-month extension based on agency requirements, consultant performance, and continued contract authorization.

Ideal Candidate
The strongest candidate will be a seasoned Project Manager who can enter a complex environment, establish project structure, communicate effectively with stakeholders, manage competing priorities, identify risks early, and consistently drive projects toward successful completion.
This individual should be comfortable working independently while also operating within established PMO governance and agency standards.
