Overview:
Abaco Strategy is seeking an experienced Site Safety Manager responsible for overseeing all facility, safety, environmental, and workplace compliance activities supporting the USCIS Records Operations Support Services (ROSS) contract. This position serves as the contractor's primary representative for safety and facilities-related matters and acts as the liaison between contractor personnel and Government facilities and safety representatives. The Site Safety Manager ensures compliance with OSHA regulations, USCIS safety requirements, facility policies, and operational safety standards while promoting a culture of safety throughout the workforce.
This role is critical in supporting safe and compliant warehouse operations, records management activities, mailroom operations, transportation functions, and material handling processes across the contract's facilities.
Key Responsibilities
Safety Program Management
- Develop, implement, maintain, and continuously improve site safety programs and procedures.
- Ensure compliance with OSHA regulations, USCIS policies, DHS requirements, and applicable state and local safety regulations.
- Conduct routine safety inspections, audits, and workplace assessments.
- Identify safety risks and implement corrective and preventive actions.
- Monitor workplace conditions to ensure a safe working environment for all personnel.
Facilities Oversight
- Serve as the primary contractor representative for all facilities-related activities.
- Coordinate with USCIS facilities personnel regarding facility issues, maintenance concerns, and workplace improvements.
- Monitor facility conditions to ensure operational readiness and compliance.
- Support warehouse safety, equipment safety, and infrastructure inspections.
- Assist with facility-related investigations and corrective actions.
OSHA & Regulatory Compliance
- Ensure compliance with OSHA standards related to warehouse operations, material handling, equipment usage, and workplace safety.
- Maintain required safety records, training documentation, and compliance reports.
- Track employee certifications and safety training requirements.
- Support inspections conducted by regulatory agencies and Government representatives.
- Monitor contractor adherence to required personal protective equipment (PPE) standards.
Incident Prevention & Investigation
- Conduct investigations involving workplace accidents, injuries, near misses, property damage, and safety incidents.
- Prepare reports identifying root causes and corrective actions.
- Track incidents and monitor implementation of corrective measures.
- Recommend preventive measures to reduce workplace hazards and future incidents.
- Maintain required safety logs and documentation.
Safety Training & Awareness
- Develop and deliver employee safety training programs.
- Conduct safety briefings, toolbox talks, and workplace awareness activities.
- Ensure employees receive required safety instruction and certifications.
- Promote employee engagement in safety initiatives and reporting programs.
- Support onboarding activities with safety-specific training requirements.
Equipment & Warehouse Safety
- Monitor safe operation of forklifts, pallet jacks, scissor lifts, and other warehouse equipment.
- Verify operator certifications and training records.
- Support inspections of racking systems, storage areas, loading docks, and warehouse infrastructure.
- Ensure compliance with safe material handling practices.
- Coordinate corrective actions for equipment-related safety concerns.
Emergency Preparedness
- Support Continuity of Operations (COOP) planning and emergency response procedures.
- Participate in drills, exercises, and emergency preparedness activities.
- Assist management in developing evacuation plans, emergency communication procedures, and incident response plans.
- Ensure employees understand emergency procedures and reporting protocols.
Minimum Qualifications
Required Experience
- Prior experience in a warehouse environment, facilities management, security, military, safety, policy, or related operational environment preferred.
- Experience supporting safety compliance programs, workplace inspections, or operational risk management.
- Knowledge of OSHA standards and workplace safety practices.
- Experience working in a fast-paced operational environment.
Education / Certification
Required:
- High School Diploma OR Equivalent.
Additional Requirement:
- Possess or ability to obtain: OSHA 30-Hour General Industry Safety and Health Certification prior to employment.

- Experience supporting DHS, USCIS, DOJ, or other Federal Government contracts.
- Experience in warehouse, logistics, records management, or document processing operations.
- Experience managing safety programs for large Service Contract Act (SCA) workforces.
- Knowledge of environmental health and safety (EHS) management systems.
