Job Overview
Highly responsible administrative, planning and professional work, in directing all activities of the Technical Services Division. Work is performed under the administrative direction of the Director of Public Works.
Duties
¨ Represents the City on all matters requiring professional engineering oversight or consultation related to the coordination, monitoring of all applicable federal, state and local design reviews, approvals and regulations.
¨ Plans and administers Capital Improvement Program (CIP) projects within the City, with a detailed schedule for projects, which includes milestone dates for permitting, design, bidding, contract award, and contract completion.
¨ Designs and/or reviews designs of City improvement projects including the preparation of formal designs, contract specifications, cost estimates, field investigations, and inspections of projects.
¨ Administer project contracts for the repair of water, wastewater, road, bridges and storm sewer infrastructure and rehabilitation projects.
¨ Prepares requests for proposals for professional engineering services, reviews proposals, selects professional consultant, prepares, negotiates and evaluates contracts, and monitors completed work.
¨ Provides direct engineering support for regulatory program compliance.
¨ Prepares the annual budgets for projects and operating budgets for personnel and divisions under his/her supervision.
¨ Prepares budgets for permitting design, construction, and contingencies for projects.
¨ Oversees all Right of Way Utilization Permits.
¨ Meets with citizens and answers and investigates complaints.
¨ Member of Technical Review Committee (TRC) to discuss site plan approval and helps guide city policy regarding private development.
¨ Participate, plan, and direct the activities and personnel including the selection, training, promotion, development, evaluation, supervision, safety, and discipline of the personnel under his/her supervision.
¨ Performs engineering and other technical functions as required.
Skills
¨ Knowledge of all phases of civil engineering design, surveying and construction management.
¨ Detailed knowledge of water, wastewater, transportation and/or stormwater systems.
¨ Knowledge of FDEP and SWFWMD permitting process.
¨ A general knowledge of the equipment, tools and supplies required to accomplish engineering operations.
¨ Ability to plan, direct and coordinate several projects simultaneously.
¨ Ability to create a positive image to the public relative to City projects.
¨ Ability to supervise, coordinate and review the work of staff and consulting engineers, technical and administrative personnel.
Knowledge of government contracting, accounting, bidding and purchasing
Education and Experience
¨ Graduation from an accredited four-year college or university with a Bachelor's Degree in Civil Engineering or related field.
¨ Five (5) years experience in progressively responsible professional position in municipal engineering activity.
¨ Two (2) years of supervisory experience directing the work of engineers, technicians, draftspersons and administrative support personnel.

Pay: From $106,641.60 per year
