Business Analyst/Systems Operations Analyst
This position will support implementation of Section 5121 of the Consolidated Appropriations Act of 2023. It is funded by the federal Centers for Medicaid & Medicaid Services under the CMS “State Grants to Promote Continuity of Care Following Incarceration.”
Responsibilities
- Ensure appropriate integration between Medicaid data systems and the data systems used by the RI Department of Corrections (RIDOC) and the RI Department of Children, Youth, and Families (DCYF).
- Analysis and coordination for system modifications as well as substantial collaboration with EOHHS staff on both the Systems and Policy teams; the vendors for the state’s Medicaid Management Information System (MMIS) and integrated eligibility system (known as RIBridges); and with corresponding staff and contractors at RIDOC and DCYF.
- Manage projects to modify MMIS and RIBridges to comply with Section 5121 of the Consolidated Appropriations Act of 2023.
Requirements
- The ability to understand, interpret, articulate, and correctly apply complex policies and procedures
- Experience with organization change management
- Experience working on multi-vendor projects
- Excellent written and verbal communication skills
- Strong organizational skills, with an ability to multi-task and prioritize effectively under deadlines
- Demonstrated application of the System Development Lifecycle principles
Preferred skills
- Knowledge of Medicaid claims, eligibility, and enrollment policies.
- Knowledge of applicable Federal and State laws, rules, and regulations
- Experience with Project Management tools and techniques
- Experience with User Acceptance Testing (UAT) principles
- Experience with IT issue resolution and risk management
- Ability to develop strong business cases with supporting documentation, including wireframes, process maps and other design tools
