Data Manager / Business Data Lead

Job Description
The Data Manager / Business Data Lead serves as the organization's primary Subject Matter Expert (SME) and manager for all data governance, quality assurance, and business-focused conversion activities during a major system implementation of the Comprehensive Officer Pension System 2.0 (COPS 2.0). This consultant provides essential leadership and oversight, ensuring legacy business rules are accurately captured and applied during data migration, and facilitates organizational continuity, including the seamless transition and onboarding of new internal staff.
Key Responsibilities:
- Program Leadership: Lead and manage internal data team activities and serve as the main point of contact for data-related business issues. Monitor and report on the overall progress of all data-related activities in project management and steering committee meetings.
- Business Analysis & Rules: Analyze legacy database components (Packages/Procedures/functions) and document the embedded business rules and corresponding processes essential for the new system.
- Data Mapping: Work with the System Integrator to map External Data Sources (e.g., payroll data, internal databases) to the new COPS 2.0 data structures.
- Cleansing Oversight: Provide review, recommendations for signoff, and oversight of the System Integrator’s Data Cleansing and Data Conversion work for the legacy core system.
- Cleansing Execution: Direct and manage the actual data cleansing and preparation activities for all External Data Sources. Define and secure internal approval for the proposed solution for each data issue.
- Documentation: Produce the Final Data Analysis Plan, Data Cleansing Approach Document (including QA methods), and the comprehensive Data Cleansing/Conversion Audit Report (DCCAR) for each functional roll-out.
Qualifications
- Experience: Minimum five (5) years of substantial and successful experience providing data management, governance, and business-focused data migration services, preferably within a large-scale financial administration or regulated environment.
- Certification: PMP Certification is mandatory.
- Technical & Domain Knowledge: Deep understanding of data quality concepts, data governance frameworks, and the ability to work effectively at the intersection of technical and business teams.
- Platform Experience: Experience working on a Vitech V3 system (V3locity) is highly desired.
- Communication: Exceptional written and verbal communication skills, necessary for stakeholder coordination and producing audit-ready documentation.
