Real Estate Officer Temporary
Salary: $30.54 - $47.33/ Hourly
Work Day/Hours: 8:00 am to 4:30 pm/ (Mon. - Fri.)

Description
This position is devoted to the management of land, buildings and right-of-way including the acquisition and disposition of City property and facilities. Performs fully-proficient journey-level leasing, management, acquisition and disposal of real properties for the City requiring independent evaluation and analysis of issues and the exercise of judgment, education, and experience to select and apply criteria to resolve problems and make recommendations. Decision-making includes selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.
Responsible for acquiring rights-of-way; reviewing project plans, maps, surveys and legal documents; verifying ownership; negotiating with property owners; evaluating property damage; estimating values for compensation purposes; preparing real estate transaction documents; disposing of surplus property; managing the City’s rental and leased properties (not City-owned) including reviewing lease terms and renewals; providing relocation assistance; inspecting properties; performing due diligence on behalf of the City; ordering professional real estate services as needed; responding to resident requests; maintaining databases and records; and preparing reports, legal documents, and correspondence.
Duties/Responsibilities
- Acquires, leases, and disposes of City property in accordance with established policies and procedures; inspects properties; determines property values; assesses property damage when it occurs; verifies property ownership; negotiates with property owners and other interested parties; performs property management functions; and coordinates property sales by administering the bid process.
- Prepares and reviews project plans, maps, plats, surveys, contracts, reports, records, manuals, and other legal, real estate, and related documents; maintains databases and other online systems; researches, compiles, and analyzes data; develops and makes recommendations; and ensures accuracy and compliance with applicable regulations, policies, and procedures.
- Coordinates with residents, property owners, businesses, and other City departments, and/or external agencies to provide relocation assistance; orders real estate services; respond to requests, inquiries, and complaints; assists with planning and implementing departmental operations; troubleshoots issues and escalates highly political and/or sensitive issues to higher level staff.
Minimum Qualifications & Experience
- Bachelor’s Degree in business administration or a directly related field.
- One year of real estate experience.
- Valid, unrestricted, North Carolina driver's license "or" if you currently have another states driver's license, must be willing and able to obtain a valid NC driver's license within 60 days of hire.
Additional Preferred Skills
- North Carolina Real Estate Broker’s License is preferred.

ADA-Sedentary Work: Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
WEIGHT REQUIREMENTS-Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
WORKING CONDITIONS: Work is performed in an indoor, office and/or outdoor environment.
May be expected to travel to external organizations and locations.
