Summary
We are seeking a qualified Technical Business Analyst to lead a web content modernization initiative.
This role focuses on what content should exist, how it should be organized, and what should be retired - or deferred. Specific duties include, but not limited to, evaluative research, content audit, information architecture definitions, mockup design, strategy brief development, implementation support, ensuring compliance to accessibility requirements, post-launch support, and other web migration activities.
Duties
- Elicit, document, and validate business, functional, non-functional, content, UX, accessibility, migration, and CMS requirements.
- Translate content audit findings, ROT decisions, IA decisions, sitemap outputs, and UX mockups into backlog-ready requirements.
- Work with stakeholders to define business priorities, user needs, content ownership assumptions, service pathways, workflow constraints, and operational requirements.
- Partner with UX to convert usability testing, tree testing, card sorting, and mockup decisions into user stories and acceptance criteria.
- Partner with Content Strategist / IA to document content disposition rules, metadata needs, taxonomy requirements, content governance needs, and migration assumptions.
- Partner with Drupal Solution Architect to document Drupal feasibility, configuration needs, custom development considerations, integrations, technical constraints, and implementation dependencies.
- Analyze legacy SharePoint content, forms, documents, business processes, content workflows, ownership models, and migration dependencies.
- Develop requirements traceability from business goals, user needs, content decisions, IA decisions, mockups, and technical recommendations.
- Document non-functional requirements including accessibility, security, performance, governance, maintainability, scalability, workflow, redirects, and auditability.
- Prepare Phase 3 backlog inputs including epics, features, user stories, acceptance criteria, UAT scenarios, prioritization notes, and dependency mapping.
- Support strategic brief development by summarizing requirements themes, implementation risks, dependencies, and migration considerations.
Required Qualifications (Must Have)
- 10+ years of business analysis, technical business analysis, product analysis, or product ownership experience.
- 5+ years supporting web modernization, CMS migration, Drupal implementation, SharePoint migration, or digital transformation initiatives.
- Prior experience with MDH, DoIT, State of Maryland, public health, healthcare, SLED, or comparable public-sector agencies strongly preferred.
- Experience supporting large public-facing websites or content-heavy platforms.
- Experience with Drupal or comparable enterprise CMS platforms.
- Experience with SharePoint-to-CMS migration preferred.
- Experience writing user stories, acceptance criteria, process flows, requirements matrices, backlog items, and UAT scenarios.
- Experience with WCAG, Section 508, security, content governance, and public-sector compliance expectations.Required (Must Haves)
- CBAP (Certified Business Analysis Professional) – IIBA; or
- PMI-PBA (Professional in Business Analysis)
Preferred (Strongly Desired)
- CBAP, CCBA, or PMI-PBA preferred.
