Zephyr (builtbyzephyr.com) is a privately-owned, real estate investment and development company with offices in Los Angeles and Solana Beach, CA. The company is in the process of developing several ground-up projects in southern California including multi-family, mixed-use and industrial asset types.
About The Project
Zephyr is developing a ground-up multifamily mixed-use project in the Warner Center Specific Plan area of Woodland Hills, California. The project involves wood-framed podium construction and requires an experienced, hands-on Owner’s Representative to manage all phases of development from pre-development through project closeout and turnover.
This is a cradle-to-grave role. The ideal candidate brings the technical depth of an experienced GC project manager combined with the strategic perspective of an owner’s representative — someone who can protect our interests, manage design and construction teams, navigate City and utility approvals, and drive the project to a successful, on-time, on-budget delivery.
Role Overview
The Owner’s Representative / Development Project Manager will serve as the primary point of contact between the ownership group and all project stakeholders — including architects, engineers, the general contractor, consultants, City of Los Angeles departments, LADWP, and other agencies. This individual will be embedded in the project from initial entitlements through construction completion, certificate of occupancy, and final closeout.
Key Responsibilities
Pre-Development & Entitlements
- Manage the entitlement process with the City of Los Angeles, including coordination with LADBS, Planning Department, and the Warner Center Specific Plan review process
- Oversee due diligence, site assessment, and feasibility coordination with consultants
- Lead project scheduling from pre-development through construction and occupancy
- Manage RFP/RFQ processes for GC selection; evaluate GC bids and qualifications
- Negotiate and administer AIA contract documents, including GMP contracts
Design & Permitting
- Manage design team (architect, MEP, structural, civil) through SD, DD, and CD phases
- Coordinate plan check submissions and responses with LADBS
- Manage LADWP coordination for service, utility connections, and approvals
- Review drawings and specifications for constructability, code compliance, and value
- Maintain design schedule and budget alignment through all phases
Construction Administration
- Serve as Owner’s Representative on-site and in all OAC meetings
- Review and approve Requests for Information (RFIs), submittals, and change orders
- Monitor GC performance against schedule, budget, and quality standards
- Manage draw requests and GC pay applications using AIA G702/G703 documentation
- Track and manage Owner-furnished items, allowances, and contingency
- Coordinate third-party inspections, special inspections, and testing
- Identify and resolve construction issues proactively before they become claims
Closeout & Turnover
- Manage punch list process and coordinate completion with GC and design team
- Oversee Certificate of Occupancy process with LADBS
- Coordinate commissioning, systems training, and warranty documentation
- Compile and deliver final close-out packages to ownership
Required Qualifications
Experience
- 6+ years of project management experience on ground-up multifamily or mixed-use construction projects in Los Angeles
- Direct experience as an Owner’s Representative or Development PM managing on behalf of an owner/developer
- Prior experience as a GC Project Manager strongly preferred — technical construction knowledge is essential
- Demonstrated experience with Type III Modified and/or wood-framed podium “wrap” multifamily projects
- Proven track record managing AIA contract documents, including GMP contracts
Jurisdictional & Regulatory Knowledge
- Experience working within the City of Los Angeles permitting and entitlement process (LADBS)
- Familiarity with the Warner Center Specific Plan or comparable LA-area specific plan overlay zones preferred
- Direct experience coordinating with LADWP on utility design, service connections, and approvals
- Understanding of LA County and City building codes, fire codes, and zoning regulations
Technical Skills & Tools
- Proficiency in Procore — project management, document control, and RFI/submittal tracking
- Proficiency in Bluebeam Revu for plan review, markup, and document management
- Proficiency in Microsoft Project or equivalent scheduling software for master schedule management
- Ability to read and critically review architectural, structural, MEP, and civil drawings
- Strong command of AIA contract documents (A101, A102, A133, G-series forms)
- Familiarity with construction cost estimating and value engineering principles
Preferred Qualifications
- Located in the San Fernando Valley or willing to commit to Valley-based project schedule
- Bachelor’s degree in Construction Management, Architecture, Civil Engineering, or related field
- PMP, CCM, or LEED credential a plus
- Experience with affordable housing, mixed-income, or tax credit multifamily projects in LA
- Existing relationships with City of LA plan check staff, inspectors, and LADWP contacts
- Bilingual (English/Spanish) is a plus given local subcontractor workforce
