Why does the job exist?
This position serves as the primary financial strategist and leader for the Construction Programs Bureau (CPB), acting as the specialized navigator for New Mexico¿s water and solid waste infrastructure "financial engine." By managing a complex $50 million operating budget and a sophisticated portfolio of federal grants, state funds, and capital appropriations, the incumbent transforms policy goals into physical infrastructure. The role exists to bridge the gap between technical project management and high-level fiscal oversight, ensuring that multi-million dollar programs - such as the Clean Water State Revolving Fund and the Rural Infrastructure Program - are executed with the rigorous accountability and precision required by state and federal stakeholders.

How does it get done?
- Manages Multi-Stream Funding Portfolios: Orchestrates the complex lifecycle of the $50 million budget by tracking and reconciling diverse funding sources, including State Revolving Funds (SRF) and Federal Funds (FF), to ensure continuous liquidity for infrastructure projects
- Facilitates Grant and Loan Administration: Drives the end-to-end financial processing of Clean Water State Revolving Fund and Rural Infrastructure Program applications, ensuring that disbursements and repayments are executed accurately and on schedule
- Ensures Federal and State Compliance: Serves as the primary gatekeeper for financial reporting, maintaining rigorous documentation to satisfy both NMED internal standards and external federal auditing requirements
- Coordinates Cross-Functional Financial Operations: Acts as the central liaison between the CPB Bureau Chief, Technical Section Managers, and the Division Financial Staff to align project spending with broader administrative goals and fiscal constraints
- Oversees Capital Appropriation Tracking: Monitors the allocation and expenditure of capital appropriation grants, providing real-time data to leadership to prevent funding lapses and maximize the utilization of state resources
- Streamlines Reporting and Analysis: Develops and maintains comprehensive financial reports that provide visibility into the bureau's fiscal health, allowing for proactive adjustments to the operating budget throughout the fiscal year

Minimum Qualification
Master's Degree in business administration, accounting, finance, auditing or related field and eight (8) years of experience in accounting, business administration, public administration, finance, or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
