JOB SUMMARY
The Hazard Mitigation Planner is a technical planning role within Jacob Green & Associates focused on developing FEMA-compliant Local Hazard Mitigation Plans (LHMPs) and supporting resilience, risk reduction, and long-term mitigation strategies for local government clients. This position blends analytical rigor, GIS-based hazard modeling, and strong writing skills to produce plans that are actionable, defensible, and aligned with federal and state requirements. The ideal candidate is a detail-oriented planner who excels at risk analysis, stakeholder engagement, and translating complex data into clear mitigation strategies.
Hazard Mitigation Planners may collaborate with Senior Advisors, SMEs, and Project Leaders to deliver high-quality consulting services across multiple concurrent projects.
RESPONSIBILITIES
Client Delivery & Technical Planning
- Lead or support the development and update of FEMA compliant LHMPs, including risk assessments, capability assessments, and mitigation strategies.
- Draft clear, accurate, and defensible plan sections aligned with FEMA and state guidance.
- Facilitate planning meetings, workshops, and stakeholder interviews to gather data and build consensus.
- Translate technical findings into actionable mitigation recommendations.
Data Analysis & GIS
- Conduct hazard identification and vulnerability analyses using ESRI ArcGIS, HAZUS, and related tools.
- Produce maps, figures, and data visualizations that support risk assessments and enhance plan readability.
- Maintain data accuracy, documentation, and reproducibility across all analytical work.
- Coordinate with external GIS providers when assigned to a project.
Project Execution & Quality Assurance
- Track assigned tasks, timelines, and deliverables, escalating risks or resource needs as appropriate.
- Conduct research on mitigation best practices, funding programs, and regulatory requirements.
- Participate in internal quality reviews to ensure accuracy, clarity, and compliance.
Stakeholder Engagement
- Build and maintain relationships with local, state, and federal partners involved in hazard mitigation.
- Support public outreach activities, including surveys, workshops, and community engagement strategies.
- Integrate stakeholder input into plan updates and mitigation strategies.
Internal Collaboration & Firm Support
- Contribute technical content to scopes of work, proposals, and cost estimates.
- Support internal initiatives to improve templates, methodologies, and analytical tools.
- Represent JGA at conferences, trainings, and client events as needed.

- Produces FEMA-compliant, audit-ready LHMPs with clear, defensible analysis.
- Delivers accurate GIS outputs and hazard models.
- Earns positive client feedback for clarity, responsiveness, and technical expertise.

- Demonstrates continuous improvement in hazard mitigation, GIS, and planning competencies.
QUALIFICATIONS
- Bachelor’s degree in Emergency Management, Urban Planning, GIS, Environmental Science, Public Administration, or related field.
- 2–5+ years of experience supporting or developing LHMPs or related mitigation projects.
- Proficiency with ESRI ArcGIS and FEMA’s HAZUS Program.
- Strong writing and analytical skills.
- Experience working with or for local government agencies.
- Familiarity with FEMA mitigation guidance and state requirements.
- Experience with Microsoft 365 and Adobe Acrobat; Adobe Creative Cloud preferred.

PLEASE NOTE
Final compensation rates are subject to confirmation based on the individual’s demonstrated experience and the final employment arrangement, including whether services are provided as a 1099 independent contractor or as a W‑2 employee.
