FINANCE MANAGER

Webster Housing Authority is seeking a fiscally responsible and detail-oriented self-starter to support its management staff.
POSITION DEFINITION: The Finance Manager manages day-to-day financial activities under the supervision of the Executive Director and acts as liaison to fee accountant and auditors. Analyzes internal controls and makes recommendations to improve operations.
ESSENTIAL DUTIES:
· Assists with the implementation of the Authority’s goals, projects, policies, procedures, methods and controls
§ Maintains complete and accurate books and records within the regulations for various State and Federal programs
§ Processes weekly payroll, reconciles benefit payments and paid time off
§ Processes payments and ensures adequate funds are available for obligations to vendors and payroll; monitors transfers to programs and bank accounts as needed
§ Maintaining records and preparing reports for supervisory staff and board meetings as needed
§ Furnishes accounting data to management to aid in decision-making
§ Assists with financial planning, control and budgeting
§ Maintains intercompany accounting information for accuracy and budget classification
§ Reviews contracts and related disbursements including grant activities, development, modernization requisitions and expected reimbursements
§ Meets with management, as needed, to review policies, procedures and budgets
§ Works with Executive Director to establish parameters and guidelines for GAAP Accounting changes initiated by HUD/EOHLC
· Coordinates fixed asset inventory
· Assists administrative staff with rent collection and reception coverage
· Performs other duties as assigned by the Executive Director
QUALIFICATIONS:
§ Knowledge of generally accepted budgeting principles and practices
§ Knowledge of accounting procedures such as payroll, accounts payable, check reconciliation
§ Ability to learn and navigate PHAWeb software, particularly its accounting applications
§ Ability to work extended hours in a stressful work environment.
§ Demonstrated ability to achieve and maintain a satisfactory attendance record
Pay: $50,000.00 - $55,000.00 per year
