OVERVIEW
The District is seeking a highly motivated and talented Florida Licensed Professional Engineer to join our dynamic team. The ideal candidate will be involved with a wide variety of engineering projects. This employee will be responsible for planning, coordinating and approving the work of professional and technical staff, preparation and implementation of designs and/or project specifications; reviewing site plans and permits and development review with contracted professional engineers. Work is complex and requires considerable contact with staff as well as public and private organizations. A high level of independent professional judgment and decision making is essential. This is an in-office position and remote or hybrid work will not be authorized.
RESPONSIBILITIES & DUTIES

· Manages several projects simultaneously in various phases of development including planning, consultant selection, design management, selection of contractor, construction, inspection and warranty administration, and regulatory compliance of projects
· Develop Request for Qualifications (RFQ), Request for Proposals (RFP), Invitation to Bid (ITB), contracts, and work scopes for projects
· Uses knowledge of engineering to analyze, interpret, and/or make deductions from varying facts or circumstances as it relates to each project, its impact on the District, and natural systems
· Coordinates bid advertisements, schedules and assists in conducting pre-bid conferences, assists in evaluating bids and making recommendations for award of contract
· Schedules and assist in conducting pre-bid construction meeting with consultants, contractors, and subcontractors; issues Notice to Proceed; reviews field inspection reports
· Assists in inspection of projects for substantial completion and punch list of deficiencies; arranges for correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects
· Prepares required paperwork for capitalizing and closing the project; performs special investigations, site analyses and feasibility studies as required and submits technical and management reports
· Responsible for developing long range and five (5)-year capital work plans, project assignments, research, budgeting, funding and development of project schedules.
· Establishes procedures and guidelines to ensure effective project outcomes
· Coordinates project activities with appropriate internal staff, local governments, community, stakeholders, and regulatory agencies
· Reviews development plans and provides comments
· Reviews and comments on draft planning, engineering, and scientific reports
· Keeps Executive Director informed of project and work status including any issues and concerns in a timely manner.
· Supervises preparation of regulatory compliance-related reports and submittals
· Manages library of General Professional Engineering, Environmental, and Hydrologic/Hydrogeological Firms
· Coordinates work with other engineers and professionals within and outside own discipline, and with support staff
· GIS experience with water resources, water/wastewater analysis and design
· In-person attendance at IWSD Board Meetings required
The work environment requires employee to work both inside and outside in heat/cold, wet/humid, and dry/arid conditions. Must possess highly effective team-building skills with experience in applying approaches, tools, and techniques for working with individuals and teams in a constructive and collaborative manner.

EMERGENCY RESPONSE STATEMENT
Every District employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
MINIMUM TRAINING AND EXPERIENCE
- Registered Professional Engineer in the State of Florida or able to obtain within six (6) months of employment.
- Requires bachelor’s degree in engineering (preferably civil or environmental with a specialization in water resources).
- A minimum of four (4) years of experience in designing and managing public works projects.
- Two (2) years of construction management experience relevant to water and wastewater engineering.
- At least two (2) years of government procurement experience.
- A valid Florida Driver’s License with a good driving record.
PREFERRED QUALIFICATIONS
- Experience with special district, county, or municipal public works projects
- Experience or familiarity with Hydrologic/Hydrogeological modeling
- Project Management Professional (PMP) Certification
- Bilingual
